According to the National Communications Commission meeting minutes on Aug. 1st, 2024, NCC and RCBs finalized information as below.

 

I.          Below items effected from Aug. 19th, 2024.

1.     Confidentiality of Review Data:

(a)   When handling the confidentiality of telecommunications equipment, please check domestic and international websites to confirm that the equipment is not publicly displayed or sold. Provide website inquiry records before issuing a payment slip, and set confidentiality after payment.

(b)   For telecommunications equipment under confidentiality, verification bodies should at least conduct monthly checks through “inquiries to applicants” and “domestic and international website searches,” retaining the audit records.

 

2.     Registration of Completely Final Products:

To ensure the appearance of the “registered” completely final product matches the “actual sold” product, those who obtain the complete RF module (component) type certification must provide “the completely final product” or “a video recording of the product” as follows:

(a)   By original Lab Disassembly: Provide internal and circuit board photos of the completely final product, with clear disassembly to verify the RF module (component) is installed. The original lab should provide complete internal photo documentation.

(b)   By applicant Disassembly: Provide internal and circuit board photos and videos of the completely final product, with clear disassembly.

 

Video Content (please specify the timestamp for module and antenna positions): The video should continuously capture from the front (identifiable features) to the opening of the product, showing the internal circuit board and RF module (component), with clear identification of component positions on the circuit board.

Taiwan3.     Telecommunications Equipment with Wireless Charging Reception:

For equipment with wireless charging reception, applicants must provide a certified wireless charger for testing, ensuring compliance with technical standards. The certification should include the NCC ID, name, brand, and model of the wireless charger, along with accessory details.

 

II.         Effective from Nov. 1st, 2024.

Manufacturer Capability Certification:

(a)   Domestic Telecommunications Equipment Review: Applicants must attach an “Approval Certificate for Manufacture” issued by the NCC before the application is accepted. Telecommunications Control RF Equipment Manufacturing Approval Document Application website.

Foreign Manufacturer Equipment Review: Submit a “Manufacturer Capability Declaration” or an “ISO9001 Certificate.”

ChinaIn order to strengthen the management of compulsory product certification for fire protection products, CNCA has revised the Rules for the Implementation of Compulsory Product Certification-Fire Extinguishers (CNCA-C18-02: 2024) and the Rules for the Implementation of Compulsory Product Certification-Escape Products (CNCA-C18-03: 2024), which are hereby promulgated and shall come into force as of the date of promulgation. The Fire Extinguisher for the Implementation Rules of Compulsory Product Certification (CNCA-C18-02: 2020) and the Refuge and Escape Products for the Implementation Rules of Compulsory Product Certification (CNCA-C18-03: 2020) shall be abolished simultaneously.

 

The valid compulsory product certification issued in accordance with the old rules can continue to be used, and the conversion of certification certificate is completed by natural transition methods such as expiration replacement, product change and standard version change.

Relevant designated certification bodies shall, according to the requirements of the new version of the rules and the published general rules for the implementation of compulsory product certification, formulate the corresponding detailed rules for the implementation of certification, and only after filing with CNCA can they implement certification and issue certificates in accordance with the new version of the rules.

 

According to the results of the revision of the national standard for portable fire extinguishers, the compulsory product certification standards for portable fire extinguishers are changed from GB4351.1 and GB4351.2 to GB 4351.

IndonesiaThe Minister of Kementrian Komunikasi dan Informatika (KOMINFO) of Indonesia published Keputusan Nomor 352 Tahun 2024 on Technical Standards for Telecommunications Equipment and/or Mobile Telecommunication Devices Based on Long Term Evolution Technology Standards and International Mobile Telecommunications-2020 Standards on July 25, 2024.

This new regulation features the additional bands below for Smartphones and other devices with WWAN features supported by WWAN base stations:

‒           LTE;

‒           Subscriber Station and Base Station: b28 and b31;

‒           Repeater: b1, b3, b5, b8, b28, b31 (no b40);

‒           5G;

‒           Subscriber Station and Base Station: FR1 (n28), FR2 (n258).

MalaysiaSuruhanjaya Tenaga (ST) of Malaysia published the 7th edition of Guidelines for the Approval of Electrical Equipment on June 21, 2024. This edition includes a requirement and a 1-year grace period for Electric Vehicle Chargers.
SerbiaBased on Articles 36, 37 and 105 of the Law on Electronic Communications („Official Gazette of RS“, No. 35/23), for the purpose of electronic communications market regulation, effective management of radio frequency spectrum in accordance with the principles of objectivity, transparency, competition, non-discrimination and proportionality, all parties interested in using radio frequency spectrum in the radio frequency bands 900 MHz, 1800 MHz and 2100 MHz are invited to submit expression of interest to the Regulatory Authority for Electronic Communications and Postal Services – RATEL, by August 17, 2024 at the latest.
IndiaThe India Telecommunication Engineering Centre (TEC) published a clarification on July 18, 2024 regarding to the Associated Model(s) can be added to the already certified equipment under MTCTE.

The clarification is reference to the sub-section 10.1.1(iv) of of Section-l of the Procedure for Mandatory Testing & Certification of Telecommunication Equipment (TEC 93009:2024), it is clarified that Associated Model (s) can be added to the already Certified Equipment under MTCTE, Subject to verification of these Associated Model(s) by TEC designated CABs as per the clarification.

IndiaThe National Center for Communication Security (NCCS) of India published a Notification on July 19, 2024, announcing the beginning of Mandatory Security Certification (MSC) of Session Management Function (SMF) of 5G taking effect January 1, 2025.

 

Voluntary Security Certification of SMF of 5G, which took effect June 1, 2024, will end on December 31, 2024.

OmanThe Telecommunications Regulatory Authority of Oman issued Decision 1152/2/19/2024-12 to amend the Regulation on the Governance and Approval of Telecommunication Devices, which effected from Aug. 21, 2024.

Main changes as below:

1.     Validity changes: from permanent to 4 years.

2.     Label changes: QR code must be placed on the product, also e-labelling accepted.

 

Following devices are exempt from the requirement to place the labelling:

(a)   Automotive equipment that are pre-equipped in imported vehicles

(b)   Systems and interface cards that have already been installed in data center cabinets before importation.

(c)    All equipment imported for installation in public telecommunications network for licensees.

(d)   Any other devices that the Authority decides to exclude, provided that the list of devices is published in the Authority’s website.

3.     Applicant changes: cert must be hold by real importer.

BahrainThe Telecommunications Regulatory Authority of Bahrain announced updated Technical Specifications document for various wireless applications. The document aims to bolster the Kingdom’s infrastructure capabilities in embracing the latest advancements and trends in the field of communications. It includes the authorized specifications for the use of Next-Gen Wi-Fi 7.
South KoreaThe Ministry of Science and ICT (Minister Lee Jong-ho) has announced that amendments to the Enforcement Decree of the Radio Wave Act will come into effect on July 24, 2024.

1.     Introduction of Self-Certification for Conformity Assessment
The current conformity assessment system applies stringent pre-regulation testing and certification uniformly across all products. This approach fails to accommodate changes in the industrial environment, such as ICT product convergence and diverse, small-scale production. Consequently, this has led to delays in new product launches and increased certification costs, adding to the burden on companies.

To address this, the Ministry has introduced a self-certification system for products with low radio wave interference risk (such as lighting devices, USBs, or battery-operated products). Under this system, companies (including manufacturers) can conduct their own testing and publicly disclose the results, thus reducing the burden on businesses.

 

2.     Improvement in Conformity Assessment Marking
Previously, products that passed conformity assessment were required to display certification information, including product name, model number, manufacturing date, and certification mark, on both the product and its packaging. The new regulations now allow this information to be displayed either on the product or the packaging, providing greater flexibility.

 

3.     Revocation of Conformity Assessment for False Designation of Domestic Agents
Current regulations mandate foreign manufacturers and sellers to appoint domestic agents to address consumer complaints in the event of product defects. To enhance consumer protection, the new regulations establish legal grounds under the Radio Wave Act for revoking conformity assessments if domestic agents are falsely designated. Penalties for such violations have also been introduced.

NigeriaOn July 29th, 2024, Nigeria Communications Commission (NCC) updated Type Approval Business Rules pursuant to the Type Approval Regulation 2024.

Main changes as below:

1.     New name for the new guideline: no longer refers to the “Type Approval Guidelines”, now refers to “Type Approval Business Rules”

2.     Labelling: Label should be located close to the model for identification, may also be on the packaging and user manual. E-label is acceptable for devices with digital display and/or with remote login capabilities.

3.     Provisional Approval: The application procedure now includes Provisional type approval for research prototypes or those under development. Which shall apply final type approval before the expiry of provisional type approval period.

4.     Type Approval or Exemption Revocation Conditions:

4.1 Commission may revoke a Type Approval or annul an exemption from Type Approval where there is reasonable evidence that-

4.1.1      the Type Approval or exemption from Type Approval was obtained by fraud or misrepresentation; and

4.1.2      Equipment Type-

(a)  does not comply with the applicable Type Approval Standards,

(b)  interferes with the operation of a communications network or other communications equipment,

(c)   has a defect that became known, or reported to the Commission or any other competent authority, and

(d)  constitutes a threat to national security or public safety.

4.2 The Commission may revoke a Type Approval or annul an exemption from Type Approval in the event of a change in any relevant Regulations issued by the Commission, including a change in the assignment of a frequency band in which the Equipment Type operates.

TanzaniaTanzania Communications Regulatory Authority (TCRA) has issued the Minimum Technical Specifications for Short Range Devices (SRDs) on June 25th, 2024.

Main changes as below:

1.     Wi-Fi 6E- 5945-6425 MHz for UWD SRDs Applications, Max. power is 23 dBm for LPI usage, 14 dBm for VLP usage.

2.     Short Range Radar (SRR) Equipment 77-81 GHz for Automotive Short-Range Radars.

3.     Tracking and Data Acquisition 870-874.4 MHz for Tracking, Tracing and Data Acquisition, Max. power is 500mW EIRP.

Saudi ArabiaThe Communications, Space & Technology Commission (CST) of Saudi Arabia updated the IoT Regulatory Framework document and changed its name to IoT Regulations in an effort to promote investment and innovation in the internet of things (IoT), improving services’ quality and efficiency, enhancing the user experience, and strengthening the regulatory landscape in Saudi Arabia. The updated IoT Regulations will be applied 60 days after the document’s publication on the CST website. (Sep. 30th, 2024.)
